Okay, just to start the ball rolling:
I think this draft has something going for it, but it has a lot of weaknesses, too. The Charter needs to assert itself as the primary, bedrock document. It needs to be very clearly written. It should not reference any other document. It should not speak to trivial issues.
On the upside, this draft does appear to try to replace a byzantine maze of policies, rules, and guidelines with a simple statement of principles. [[User:Xiong|— Xiong熊talk]] 11:14, 16 Apr 2005 (CDT)
